Paradox Interactive CEO Fredrik Wester was receiving questions about Bloodlines 2. According to his words, a release date for 2023 is not that impossible. When the game was revealed initially, it was being made by Hardsuit Labs. The release date was March 2020 back then.
When the studio was shaken with writer and director being fired, narrative designer decided to leave too. This caused an indefinite delay on the game. The game was almost cancelled, but Paradox Interactive wanted to give the project a second chance. Currently we do not know which studio is handling the development.
Paradox Interactive says that their initial reveal for the release date got them “burned”, so they are cautious now. Unless there is a very much absolute date for launch, they are going to keep it secret.
